Thirty-two years ago, in 1978, the British perceived an opportunity to approach the Chinese government in an attempt to secure the future of Hong Kong from 1997 onwards. Demanding immediate concern was the expiry of leases to land in the New Territories and the loss of investment and confidence. Various solutions were discussed, including changing leases from a fixed to an indeterminate term. Could this have been done without local legislation? Could legal changes have been made for Hong Kong without overt approval from China?

A subtle mix of law, politics and international relations determined British decision-making on an initiative crucial for Hong Kong's future. In a talk at 1 p.m. on October 15, University of Hong Kong honorary professor Peter Wesley-Smith will examine this piece of history. The venue will be Room 419, Knowles Building, HKU.
